From power-on self-test to Windows loading screen: ~6.167 seconds
From Windows loading screen to desktop: ~3.233 seconds
Total: 9.4 seconds
Per Adobe Premiere Pro CC 2015's timecode precision at 30 FPS, 1 frame equals to ~33 milliseconds.
The rig is running Windows 10 Pro 64-bit with all updates installed on a Samsung 840 EVO 120GB SSD. The system has been completely optimized using tweaks from Ultimate Windows Tweaker 4.0 and from TweakGuides Tweaking Companion.
The video is edited on Adobe Premiere Pro CC 2015 and is then exported as a mathematically lossless video using MagicYUV.
The exported video is encoded using MeGUI with the following settings in x264 specifically for 4K videos:

Captured at 3840x2160 resolution using Samsung Galaxy Note 3. Video stabilization is not available at 3840x2160, however, available at 1920x1080.
To watch this in 3840x2160 resolution, click Settings and select Original in Quality selection. You need a really fast Internet connection and a monitor that can display up to 3840x2160.
