Well after trying to figure out why I was missing letters on keyboard for the longest time.I found the problem to enabled hotkeys in HWinfo64.
So what happens if you enable hotkeys in say the OSD RTSS tab.The hotkey works in game as intended but disables the actual key in a global setting such as virtual keyboard/internet/notepad.
Fix was simple but not easy to find,so if you have the same problem most likely it is software related with a hotkey.

1.Windows 10 Bug :
Missing numbers and letters while typing in forums,web page,notepad ETC.Only lower case not working .Upper case or capitals work fine.

2.Windows Build Number Affected:
Windows 10 1803 build 17134,Windows 10 1809 build 17763.1,Windows 10 1809 build 17763.55

3.Devices Affected:
On Screen Keyboard,
Logitech G15 Keyboard,
Logitech Cordless MX 5500 Keyboard

4.Severity and Priority:
Low

A simple restart of computer

A simple restart of computer

7.Steps To Fix Bug Permanently:
Uninstall Windows drivers for devices affected keyboards
Install drivers for devices for manufacture Logitech software for keyboard mouse
Install Windows 10 1809 over Windows 10 1803 with all drivers up to date,Chipset,GPU ETC
Clean install of Windows 10 1809 build 17763.55 with all drivers up to date,Chipset,GPU ETC
Removed all USB drivers from Windows Device manager and reinstalled
