The intermittency of the rail construction vehicles is due to a chain signal that gets slightly out of touch with reality from time to time and thus won't let the construction train sets get back to home base. Removing and replacing it helps. Commentary suggets it's the trains fault. It isn't, it's the semaphore.
The fuel crisis was down to mainly one thing. A random segment of medium voltage wire that disappeared. I don't know what to make of it. Copper thieves? But copper doesn't quite exist in this universe. Neither does property as a concept really, and without property there can be no theft, can there? Or property is theft, something along those lines. Anyway. It happens every now and then, and my feeeling is it's prevalence increases with the complexity of the world. And if you don't spot it in time has the potential to cause quite severe problems in your Soviet republic.
Of course trains getting stuck and causing a back ups of several kilometres on the railroad helps too. But that's on me (mostly). The disappearing power line is on the game. So is the malfunctioning semaphore. This channel is operated under the principle of Value For Value.
