Testing event handler code to handle WICO interrupts into python. WICO interrupts are caused by player objects causing game events (e.g. player fires at a target, player lases a target, and so on).

jtds.py (for aircraft, cruise missiles, JTAC air support, etc) passes callback to IBCS_AP dispatcher. IBCS_AP context switches existing processes (nifcd and aegis-lseqd) and services incoming interrupt.
