It takes about 105 seconds until the centre column starts to break up.
When it's in the horizontal position, the aim is to make 2 Fish touch the far left side at the same time. This will knock it enough to send it into a wobble and will either jerk downwards to the right or to the left. Most of the time it'll go the wrong way to the right, but if you're lucky it'll go left and pull the island out far enough.

I think 6 Fish is the minimum amount you can use to make it work, 5 won't have enough pull.
