Kel'Thuzad seems to be bugged on PTR. He's going extremely long periods without casting certain abilities sometimes, like he's batching them and skipping one entirely and resetting his timer. Notably in this video there's a full two and a half minutes between mind controls and he's active for over a minute before he finally remembers he's supposed to cast frostbolt volley.
