Edit: Confirmed just a bug that was the same bug simply made more apparent in the latest patch.
There was a bit of turret inertia effect previously before 1.85 but that was more of the buggy effect. Seems like gaijin added a little inertia effect to the turret however it seems to not care about "real" rotational inertia (turret doesn't reset back when maintaining a constant rotation speed).
Additionally the lagging effect seems a lot more significant with gun stabalisation mode which indicates that the gun is still probably tied to some sort of mouse aim system so it is very likely the fact that the entire thing is just an illusion of realism that could really just be as usual, a very poorly implemented "feature" or in reality just a new bug.
