The presence of MC-capable aliens presents a problem, so we must be careful. Because we don't have MC in this one. At all.

The Lobsterman, which is responsible for managing the colony. MC squad managed to snag one of the field commanders of T'leth forces before, but this particular alien is the one who oversees this colony.
Compared to other Lobsterman Commanders, this one is unique in that this alien appears to be wholly organic, but without a doubt truly an ancient specimen, dating before the dinosaur extinction.
This Lobsterman during his own period of life in the past joined T'leth forces in order to escape the Contingency (the very same one that "Sally Mick"/Sticks avoided in UFO Defense Canon according to XCOM dossier in XCOM 2 Episode 54). In fact, compared to their star relatives, T'lethians as a whole act more like aggressive star visitors with some of programming implanted in them by early Ethereals - with whom The Great Dreamer shares the psionic potential. But they did have a reason before - because of the fear of the Contingency. Now it's just a signal of distress from their successors.
Because of this Lobsterman's efficiency, he was made a true Base Commander. Not only that, he is the only fully organic thing in the entire structure of command (minus The Great Dreamer), not relying on Molecular Control implants and instead speaking with The Great Dreamer through psionic links.
During his prime, this Lobsterman loved to swim in the waters of his planet. He unquestionably follows The Great Dreamer's plans and orders and acts as a figure of authority in the entire alien hierarchy. He hides his intense hate for Tentaculats, which he had to fish from one high-pressure aquatic planet during their forced exodus by the Contingency.
