I bought the Xbox One S 1TB edition bundled with Fifa 17 just before Christmas 2016 and unfortunately, I got the one with the soon to be famous "ticking"/"clicking" fan noise issue. A quick search here on YouTube shows I am not the only one. My console was manufactured on the 23th of July 2016.

Some people says it is the bearings in the fan not properly oiled or a bad fan unit. I am not sure. I contacted Microsoft today and was sent a shipping label and contacted UPS that will pick up my console at work tomorrow. So you will not need to pay for the shipment back and forth. In the video I first show you my console and then my step son´s console which is the 500GB edition. His console was manufactured on the 1 October 2016 so definitely a different production batch. He got the console for Christmas so they where both bought at the same time. Hopefully Microsoft will replace my console with a new more silent one.

So if you have the same issue, don´t hesitate to contact Microsoft for a replacement. God knows what can happen to the fan with bad bearings after several years of gaming.
