Since combat in XCOM 2 was really difficult and boring, I made some modifications to get super soldiers (invincible and fast killing). If you want to cheat and speed up tactical mode greatly, follow my steps. What I modified?
file 1: DefaultGameData_CharacterStats.ini
just add offense, defense, hp, mobility, sight radius and 'will' in the section [Soldier X2CharacterTemplate]

mine looks like that:

With this stats soldiers starting to shoot at a very long range and hit targets at 100%

file 2: DefaultGameData_WeaponData.ini
multiply all of the damage by 10 for XCOM weapons (first two sections, before it goes '***** Advent and Alien RANGED Weapons, in Force Level Order *****')

This way I can enjoy scenario and story of the game.
