Importable character pool lists are always saved as a .bin file here: C:\Users\your-username\Documents\My Games\XCOM2\XComGame\CharacterPool\Importable\
How to create soldiers in XCOM 2
Open up the Character Pool from the main menu . Pick the Create Character option at the top left. Customize your character as much as you want. All customization options will be unlocked in the character creator, so there’s a ton to choose from.
How to export character pool in XCOM 2
When you’ve created a character, tick the box next to their name in the character pool menu, then choose Export Selection. You can now either choose a pool that’s already there, or create a new pool.
If you want to share the character pool that you just created with someone, else just open your file explorer and go to the directory:
C:\Users\your-username\Documents\My Games\XCOM2\XComGame\CharacterPool\Importable\
Find the file with the same name as the pool you’ve just created, and a .bin extension. Copy the file and send it to your friend via e-mail or other file transfer.
XCOM 2 Character Pool Import
In order to import characters from a character pool file that someone else made you just copy a .bin file with the pool into the same directory:
C:\Users\your-username\Documents\My Games\XCOM2\XComGame\CharacterPool\Importable\
Then when you load the game next and choose Character Pool from the main menu just select the Import Character option. Choose the pool with the same name as the file you’ve received. Now you can either select to import the entire pool at the very top of the list or just a single character.
How to use custom and imported characters in XCOM 2
By default, the game will give you both random characters and the ones that you’ve made or imported into your Active Characters list. If you want to exclude either, this is what you should do :
Go to C:\Users\your-username\Documents\My Games\XCOM2\XComGame\Config
Use Notepad to open XComGameData.ini (IMPORTANT: Make a backup copy first!)
Find the lines with InitialSoldiersCharacterPoolSelectionMode and RewardUnitCharacterPoolSelectionMode
You can now change their values to one of three options:
"eCPSM_Mixed" is the default, which uses both random chars and your pools
"eCPSM_RandomOnly" will force it to ignore your pools and use only random characters
"eCPSM_PoolOnly" will make the game give you only soldiers and VIPs from your pools (if the game runs out of custom characters it'll default to draw from the standard character pool).
Save the changes made to the file.
