Once you've gained access to the PSI Labs put 3 characters into the lab, save, then skip everything for 10 days. Load the save file, remove any characters that were not gifted from the PSI Labs, add them or other characters back to the empty slots, save the game, and repeat until all 3 slots come up with gifted. Play the game normally until 10 days pass, and all of the characters will become PSI gifted. You don't have to do 3 at a time. Also, I would make sure you have a strong team for missions without the 3 you are trying to make gifted. -
