This game is basically a series of random numbers, and that sequence is saved with the game. By abusing saves, you can kinda figure out what the numbers are by testing different combinations of to-hit percentages, and then choose the sequence of shots that will maximise your damage output or kill key enemies, while not allowing your own guys to get hit.
