After the events of Yakuza 6, Kiryu faked his own death to protect himself and the children of the orphanage, hoping to finally leave the life of violence behind. Kiryu took on the name of "Joryu" and decided to live a quiet life in a Buddhist temple in Yokohama. However, the Daidoji Faction who secretly control the Japanese government from the shadows would not let him rest. In exchange for faking his death, giving him shelter, and keeping his orphanage funded, the Faction reserved the right to send him out on jobs through his handler, Hanawa.

The game opens with Kiryu protecting the granddaughter of Yutaka Ogikubo, a high-level politician, from a group of thugs, who later profusely apologize after discovering her identity
