Kiryu meets with Tsuruno in the bar, who offers to protect Kiryu and his orphanage from Daidoji retribution if he will join Watase family instead. However, Kiryu is wary of trading one cruel master for another, and instead demands that Tsuruno give him back Hanawa. Tsuruno gets frustrated by Kiryu's stonewalling and refusal to admit he is actually Kiryu, and gives him a small red tiger figurine, then tells him that if Kiryu wants to rescue Tsuruno, he should find someone named Akame in Sotenbori and show them the red tiger,

With no other leads to follow and no other allies left, Kiryu travels to Sotenbori and starts asking the local homeless population about Akame. After beating up some thugs who want to take the tiger from him, Akame finds Kiryu first, turning out to be a red-headed woman who acts as info broker, contractor, and otherwise jack-of-all-trades. After seeing the red tiger figurine, Akame gives Kiryu access to her office and a couch to rest on, and promises to help him reach a place called The Castle, but only after he completes some tasks for her. The tasks include setting up the "Akame Network" around Sotenbori and meeting with an old arms dealer who gives Kiryu a couple extra gadgets to use.

A couple nights later, Akame finally escorts Kiryu to The Castle via helicopter, which turns out to be an Omi-run amusement park partly modeled after the real Osaka Castle, built into the hull of an old container ship in Osaka Bay, where the rich and well-connected can indulge in their darkest desires. Kiryu runs into Shishido again, this time without a Hannya mask, and Shishido tells him to compete the series of fights in the Castle's Coliseum if he wants to know where Hanawa is being held. Kiryu fights through a series of challengers set up by The Castle's ruler, Homare Nishitani III, and meets with Shishido again. Shishido does not understand why Kiryu continues to keep up the Joryu disguise as opposed to the prestige the Dragon of Dojima carries around, and after another failed attempt to persuade Kiryu to join him, Shishido tells him that Hanawa is being held in a certain office building back in Sotenbori.

However, Tsuruno anticipated that Kiryu would return to Sotenbori, and filled the building with several of his own men. Kiryu is undeterred, and fights his way to the top, where a bloodied Hanawa is strapped to a chair in front of Tsuruno and some of his men. The battle carries over to the rooftop, where Kiryu finally beats Tsuruno and frees Hanawa. In a desperate attempt to get Kiryu to side with him, Tsuruno tells Kiryu that the increasing harshness in anti-gang laws around the country are driving the Yakuza as a whole to extinction, forced to either be enslaved to the government or get thrown in prison with little provocation. To counter this, the heads of the Omi Alliance and the Tojo Clan plan to officially dissolve their groups so they can no longer be targeted, and Kiryu is needed as a bodyguard to help deal with the potential backlash of this announcement.

However, Hanawa represents the government who wants to enslave or destroy them, and Kiryu can't save them both. Tsuruno says that the Omi can save both Kiryu and his orphanage from retaliation if he kills Hanawa himself. Kiryu once again says his name is Joryu, and turns Tsuruno over to Hanawa and the Daidoji. When Hanawa asks why he turned down Tsuruno's offer, Kiryu responds that he knew too many men who stood fast in their ideals and ended up dying for them, and did not want to see more.

Some time later, Kiryu is led to the Daidoji safehouse in Sotenbori where Tsuruno is held. The head of the Daidoji tells Kiryu that he must kill all the Watase Family members who know he is Kiryu, including Tsuruno and Shishido. However, Kiryu can't bring himself to klll, and helps Tsuruno escape while fighting off Hanawa and other Daidoji agents. Hanawa then forces Kiryu to stop by threatening to destroy the orphanage.
