57UPDATE: The mod I used recently got updated. You can download it here: http://forums.guru3d.com/showthread.php?t=390114 It includes all the effects you see in the video, but fixes the headlights, and changes said effects for a better gameplay experience.
I made this video because I'm mad. I'm mad that as a PC gamer I have to put up with the shit quite a lot. It's getting ridiculous.
