1) First of all, try to reload the video or page in which you are watching
2) Secondly, you want to try to turn off and then turn on your Internet Connection
3) Next, try to sort the comments by the Newest First option. Generally, this will fix the issue.
4) If none of these worked, try clearing the app data if you are on your mobile, or try cleaning the browser cache if you are watching from the website.
5) If still, comments don't load up, then maybe the channel admin has disabled comments on that particular video. Try to load other videos and see if the comments show up.
