The following commands are prefixed with three letters which represent the settings of the command block. E.g IUN: = Impulse Unconditional Needs_Redstone. These prefixes need to be removed if copying the commands.
Commands used: YouTube formatting may make some of these wrong. :)
Also, as ws8396 pointed out in the comments, in the lastest versions of Minecraft you can set the duration of ActiveEffects to -1 to make it infinte.
Summon a tagged ocelot:
IUN: summon ocelot ~-2 ~ ~-2 {ActiveEffects:[{Id:14b,Amplifier:1b,Duration:2147483647,ShowParticles:0b}], Tags:["ocelotBlock"], Silent:1b}
Summon the block:
IUN: summon armor_stand ~-2 ~-2.0187 ~-2 {Tags:["ridingStand"],Passengers:[{id:"minecraft:falling_block",BlockState:{Name:"minecraft:stone"},Time:-2147483648,NoGravity:1b,Tags:["ridingBlock"]}], Invisible:1b,NoGravity:1b}
Teleport the block to the ocelot:
RUA: execute at @e[tag=ocelotBlock] run tp @e[tag=ridingStand] ~ ~-1.5187 ~
Check if player catches the block:
RUA: execute at @e[tag=ocelotBlock] if entity @p[distance=0..0.5] run say Caught the block!
