Medium Security prisoners don't riot unless they have a reason for doing so, like multiple unmet important needs, or unnecessary harsh measures and punishments.
Maximum Security prisoners riot.
Even when their needs are met, as is true with all the prisoners.
That's part of the challenge, though. A pure needs-meeting simulator isn't too hard to lose if you're familiar with what to do. The unpredictable, however? Much harder to manage or plan around or even deal with.
