7Even though it's just on the Normal difficulty, essentially, things about the game have changed that have made things slightly more difficult, and generally changed how things work. In my opinion, the new construction system is more flexible and reasonable, although it also requires more base effort to build things now, since you have to actually carry materials to the build site and whatnot.
It does make a lot of sense, of course, and it allows you to plan out areas even if you don't have enough resources to complete them yet, which is also nice. It takes a bit of the stress out of construction, I suppose. Once you get used to it.
