Emerald Block can place on Green Wool:
give @p emerald_block{CanPlaceOn:["minecraft:green_wool"]} 1

Diamond Block can place on Red Wool:
give @p diamond_block{CanPlaceOn:["minecraft:red_wool"]} 1

Gold Block can place on Red or Green Wool:
give @p gold_block{CanPlaceOn:["minecraft:red_wool","minecraft:green_wool"]} 1

Pickaxe can break Emerald Block:
