Commands used:
Make the item frame:
summon item_frame 33 57 -17 {Tags:["lock1"], Facing:2b,}

Output a comparator signal:
execute if entity @e[tag=lock1, nbt={ItemRotation:0b}]


Check all item frames:
1.16 replaceitem entity @p armor.head minecraft:netherite_helmet{Enchantments:[{id:unbreaking,lvl:3},{id:mending,lvl:1}]} 1
1.17 item replace entity @p armor.head with minecraft:netherite_helmet{Enchantments:[{id:unbreaking,lvl:3},{id:mending,lvl:1}]} 1
1.17 item replace entity @p armor.head with minecraft:end_rod 1
