I haven't ever done proper redstone builds until now, so this is very yank for sure. But if it works don't fix it.

The machine works by following way:
-Clock goes through 4 t-flip flops which outputs inverted bits 1-4 and carry- -Clock input is used as 1st bit
-1-4 bits are the digit e.g. binary 1101 = hexadecimal B (= decimal 11)
-5th bit is carry which is passed to next clock input of identical machine.

-1-4 bits are then put through 16 chonky NOR gates
