I spent about 2 hours trying different ways of getting this to true combo in vanilla melee, and I finally figured it out! I used Squirtle's low arm on Poké Floats to get Falcon to die as soon as possible, but that wasn't enough. I also needed to use Squirtle's head to decrease Fox's knockback while at the same time maintaining his hitstun. Then the perfect percentage and DI adds up to give you a true combo using 2 stocks!
