Jacob Frye reasons that the thugs guarding Millner's buses are redeemable, and that maybe they'll return to better lives once free from his tyranny. While agreeing to destroy the man's omnibuses, Jacob also chooses to spare the lives of everyone in the bus yard, removing their unconscious bodies from the site of the explosion.
