This is my second time facing this problem and this is how to fix it.

1. open the folder/directory (depends on your system)
c:\user\"username"\AppData\Roaming\Adobe

2. Delete or Rename the folder "Adobe Photoshop 2020/2021" (Or any in your system)

3. Open the *.psd file and it may work now
