A 555 timer uses 2/3 and 1/3 as reference points to toggle a switch. Note, during start up cycle, it takes longer to finish because the capacitor is charging from 0v to near 2/3 voltage. The frequency is determined by not only the RC time constance, but also these detection voltage levels. Each and every of these factors can be modified in any way to suit our desired waveform.
