Basically using a right-hand, double tapping technique traditionally used for hitting buttons, on the stick. In order to get an up, neutral then another up input + all three kicks within four frames.
The excess inputs when doing this on an arcadestick come from the the fact that the stick will literally bounce back from the up position. As long as the vital up, neutral, up sequence is hit though, they don't make any difference.
