The first combo is basically dealing with imprecise technique. In order to stun I wanted 13x RSF but I'd lost a bunch of frames by 12th fierce and was too far away, so replaced the final one with a slide (which stuns anyway). Post stun I just wanted to do as many as possible before finishing with super but reps 7,8 and 9 sucked, I got pushed back too far and had to stop at 10.
As far as I'm aware, with frame precision (tool-assisted) you can get 18 reps (I don't think there's footage of more without using EX run). That being the case, in the 17xRSF demo, it would seem that at some point a frame was lost preventing the final hit.
If you're unfamiliar, to do the RSF (Run, Stop, Fierce!) or 'Daipan' loop you have to cancel a close fierce into a run, cancel the run with LP and repeat. The most important part (for max reps) is delaying the LP in order to allow fuerte to make up as much ground as possible before stopping and hitting another fierce.
