When I went online to check for a guide/suggestions/opinions... it turns out there's another dude that had literally the same problem as me... he ran out of bullets trying to go up to Lover's Peak. Within the same forum is where someone suggestion back tracking to pickup some bullets, which I did not pickup as you can tell at the beginning of this video.
I also went online to check - apparently the original intention was to release this game episodically but Microsoft at the time forced them to release the entire game on a full disc. I suppose at the time, episodically released game was not popularized yet, which is still interesting, because in a sense Remedy Entertainment was wayyyy ahead of their time (I believe it was Tell Tale Games with The Walking Dead that popularized eposodic released games).
