A group of Starfield modders are very FRUSTRATED with Bethesda and Todd Howard over a lack of modding tools and communication. While Bethesda have announced that Starfield Mod Tools are coming in 2024, the current state of Starfield modding is proving VERY difficult and causing controversy.

Bethesda games are designed to be modded which is partly why Bethesda have stuck with the Creation Engine for so long. But for each previous Bethesda game, the game studio has released a modding tool kit so that modders are easily able to change and alter the game.

And while Todd Howard said in interviews before Starfield's launch that Starfield would be a modders paradise, the game has yet to receive official modding support from Bethesda has resulted in many Starfield modders calling them out.

Now, I don't think Starfield mods are in trouble just yet, it is disappointing to see that a game which is meant to be modded is STILL being limited by a lack of support from Bethesda early on in the game's life span.
