Assassin's Creed Syndicate - PS4 Pro Equivalent Graphics Settings on PC - GTX 970 | 1620p
Assassin's Creed Syndicate's graphics quality on PS4 Pro appears to be equivalent to PC's "High" preset, 4x Anisotropic Filtering, and runs at 2880x1620 most likely native or it may also be using checkerboard solution.
I try to run the game using same resolution & graphics settings (including 4x AF) that closely matches PS4 Pro on a GTX 970-based PC. As you can see frame-rate is always north of 30fps during gameplay and only during cut-scene drops below 30fps can be seen from 5:40 in the video.
Why is this happening? Well, it is due to a post-processing effect called Depth of Field (DoF) effect in the background. This effect has been completely removed from PS4 Pro version of the game in the latest patch: 1.51 to save on performance (this patch also fixes the resolution and bumps it up to proper 2880x1620 from the broken 1440x1620 previously seen in patch: 1.50).
There's no independent DoF effect option for the PC version, so I can't turn it off/on.
I've also downclocked the GTX 970 to 1261MHz from 1488 MHz, which gives it a 4.2 TF of computational power, closely matching PS4 Pro GPU's 4.2 TF.
Note: There's slight boost in performance when not recording.
