Not all GPUs are created equal. So Nvidia and the board partners take this opportunity to select better GPUs and sell these as better models of the same model. So for a RTX 3090, you'll get multiple different cards from the same manufacturer, like Gigabyte does with their Aorus Extreme, Aorus Master, Windforce, Eagle cards. The Aorus Extreme and Master have the best GPUs, and these will do higher overclocks. The Windforce and Eagle cards will have a more varied distribution of good and average silicon, where some will have better overclocks than others. This is the process called the silicon lottery.
