this is a short video how to update RDS CA (Certificate Authority) in AWS cloud.

You will get notice about certificate update when you open RDS dashboard at left bottom on 'certificate update' menu (marked as red color)

Certificate will expire in 2024 (in 1 years). During certificate update, your RDS can be down or still up. it depends on 'restart required' status on certificate update page. if restart required marked yes, your DB need to reboot to take the effect. if restart required marked no, your DB safe from downtime.
