AWS - Elastic IP address could not be allocated The maximum number of addresses has been reached

i want to add Elastic IP address to associate with new instance. But got this error:
Elastic IP address could not be allocated. The maximum number of addresses has been reached

FYI currently i have 35 IP quota and it has been reached the limit. So i have to increase the quota to be 45 IP. See this video how to request increasing quota IP.
