A tragic background doesn't excuse anything.

However,

Maybe his reasoning is understandable.

Rin was 6 when he was forcefully taken into an underground isolation that turned him into a living killing machine.
He spent 4 years underground, going through this torture.
He was a kid, who didn't have the chance to understand what was going on.
His escape was pure luck.
If he hadn't received his cryo vision, he wouldn't have made it out of the fire alive.
In fact, he didn't make it out wholly, having his mentality broken, the real him didn't survive. Only the shell of what his brain could piece together as an identity was left in him.
Nobody could recognize him when he came back to the surface, and nobody wanted him.
He, still a child, barely 11 years old, wandered around the harsh terrain of Snezhnaya, and had to survive all alone, with nobody there to help him.
Again, his survival was from pure luck. A Fatui soldier found him and brought him back to a camp. From there, Rin served as a tool, a weapon. He completed tasks that others didn't want to, and in return he was given food and shelter. Eventually, they couldn't use him anymore, and he was thrown back into the wild. 13 years old, and back to survival. Rin wandered all the way through Fontaine, barely making it out alive when he tried to reach Liyue. Still, he was on his own. Living in the wild, nobody was there for him. A part of him forced himself a goal, an impossible one, that he knew he wouldn't reach, to have a reason to keep going. That goal was to take revenge, yet, he never had the heart to actually do it. Each possibility slipped out of his hands from hesitation, and it drove him into further madness.
Then he broke. The last bit of sanity and reason in him was gone. He promised himself that he wouldn't let what happened to him pass silently. 4 more years of living in the wild, back and forth through Snezhnaya, Fontaine and Liyue, passed him. He could no longer keep himself together. He was barely surviving, even his physical state got worse.
Rin ran into Kaminari by pure accident, while traversing through Liyue harbor. At first, it was admiration, a desperate hope to become a mighty hero. Then, it was jealousy. The jealousy of her having everything he didn't. A home, a life, a family that cared for her.
That jealousy became anger, and that anger became hatred. Hatred for her, hatred for what she had. He was angry, and for a good reason.
But at the same time as he was angry, he was also terrified. His physical state was getting to poor that he could barely walk. If it wasn't for the Fatui around the Northland Bank, Rin wouldn't have gotten his hands on the delusion he's using to keep himself together.
He had two options.
He could either give up and die, or continue to follow his hatred and keep going for just a while longer.
Of course, he chose to keep going. The thought of death was so terrifying. If he could just keep going, and do something that people would remember, then he thought he could be happy.
The severity of what he was doing didn't matter anymore, hell it didn't matter if what he did was bad, he just had to do SOMETHING, something remarkable enough to force people to know what happened. Something that would make up for what happened, to make up for the guilt, for the hatred, for everything that happened to him.
He was running out of time.
