Harley Quinn's Revenge kicks off with Robin on the hunt for Batman, who has gone missing while trying to save some kidnapped cops from Harley's hideout in the Industrial District. While searching, Oracle opens up to Robin about her concerns for Bruce, who hasn't been himself since the Arkham City incident and refuses to talk about Talia or Joker. Eventually, Robin stumbles upon Batman's discarded Utility Belt and the story jumps back two days earlier. Batman learns from Gordon that Harley has taken officers hostage, but Gordon warns him that it could be a trap since Harley still blames him for Joker's death. Batman manages to rescue one cop from the Steel Mill, who reveals that the others were taken elsewhere. With the location and access codes in hand, Batman sneaks into the shipping yard to save another cop but gets knocked out when Harley tries to shoot the officer, and Batman steps in to intercept. One of Harley's goons tries to take Batman's belt but gets zapped by its countermeasures, leaving it for Robin to stumble upon.
As Robin keeps looking around, he stumbles upon this huge Joker Statue, made entirely out of scrap metal, and it's holding a bubble with Batman chilling inside. After checking it out, Robin figures out that the bubble is running out of air real quick, and he finds out that Harley Quinn is the only one with the key to let Batman out. Robin follows Harley and some more of her goons to a nearby dry dock, where a bunch of cops have been taken hostage too. So, after taking care of the bad guys and rescuing the cops, Robin heads back to Batman's prison and gets ambushed by a bunch of goons, including one big Titan thug.
So, after Harley and Batman make their escape, Batman can't find Robin and starts freaking out, asking Gordon if he's seen him. But Gordon thought Robin was with Batman, so now Batman's really worried that Robin might have been killed in the explosion. He lets his guard down and starts mourning. Just when things seem really bad, Harley pulls out a knife and gets ready to attack Batman. But guess what? Robin shows up, alive and well, and not only that, he managed to save all the officers too. Batman is relieved that his adopted son is safe, even though he doesn't show it. He tells Robin that he's done there and takes off. Gordon asks Robin if Batman's okay, and Robin hesitantly says he'll be fine.
