Make sure you have a Tent, a Stockpile ( or storage ) at least +
whatever else building you need for your purpose.
Then assign a villager to your 2nd outpost.
You can also make a CAMP FIRE to cook food. But then, you'll either need to make a "Foraging camp" to gather berry or mushroom for cooking... or you'll need to "deliver" raw food from your 1st outpost.
Both are good options. Depends on you.
