One of the most tempting magic items to put into a campaign for a Dungeon Master is by far the Deck of Many Things, but nothing will wreck you campaign like a Deck of Many Things. The fact that is such a random piece of treasure makes it very exciting for both the game master and players alike. I've seen a few gaming campaigns of Dungeons & Dragons ruined from a DM allowing this magic item in their games.
