In this part of the game we're introduced to Arcadia and the Farmer's Market where they've grown trees underwater. Of course, Andrew Ryan can't have that anymore and so he decides to kill Julie Langford, the scientist who grew this forest underwater. So it's up to us to counteract the poison that he shoots into the air so that we don't die within a certain amount of time. This perfectly demonstrates how ruthless Ryan is and how he doesn't care if his city is already trashed, he will trash it further just to kill us off.
