Essentially log into your bnet and go to account details page and remove your phone and then re-add your phone. Start Overwatch through the bnet client, (Steam works now as well). A QR code will pop up and log in using this and verify with the sms code and your account should be unlocked.

This video will be unlisted soon as the problem can be fixed and I don't want Blizzard to receive unnecessary hate.
