First of all, do not expect this to be the ultimate FPS fix for Borderlands 2. ThreadOptimizer has some limitations and it is not easy to set it up for some games, BL2 included. Developers pushed some updates back in the day to try to fix the game's performance, but they couldn't fully. So keep your expectations low. That said, the game did improve, as you can notice in the video, and with this 30 FPS patch, i'd say it is a enjoyable experience. Most noticiable feature this profile has is the improved frametime, meaning than despite the game still having FPS drops, now they are less noticiable.
I also only recommend moving your character 20 seconds after the game loads.
i also recommend to play with the profile for at least 5 minutes, which should be enough time for core loads to get somewhat stable. The same goes whenever loading a new area.

Download both plugins and put them in ur0:tai.
Add them in config.txt, exaclty like this:

Profile goes into ux0/data-/ThreadOptimizer folder. If you do not have the folder, just create it and put the profile there. If your game version is different than mine, rename it to your region.
