After looking on youtube, on google, on steam, on reddit, I have FINALLY found where to get the protective cover module for your base.

I could only find 2 descriptions on where to find it:

Steam Guide:
"Reinforcement Compartment: A Small wreck floating near the ship with the Big Gun - about level with the gun itself, in the direction of Electrical area."

Reddit:
"The reinforcement can be found almost directly after leaving the tunnel/cave in you found the scooter, dispenser, and the decipher machine. And with all the broken communication dishes. So right after entering the massive open area where you do the radiation quests.
The first thing you find is a crashed shuttle on the ground when leaving that tunnel. Then if you go straight and up there you find it. It's a vertical white tube section with red reinforcement bars at the debris you find there. Scan that vertical tube to get the blueprint for the reinforcement."
