The item is called "Digital secure DSP radio transmitter" you get it from FAILING the "Bullshit" task. Equip it in your special slot then equip it and have it in your hand as you walk up to the bridge. DO NOT HAVE ANYONE IN YOUR GROUP THAT DOES NOT HAVE THE TRANSMITTER. There may be more ways of accessing or earning it but that's all we have for now.
