Well, technically, it is a bucket, rather than a block, and there's no "Powder snow block" item... even if you try to select it with creative mode + middle mouse click, it just gives powder snow bucket. With bucket, you can only carry one snow block per slot... And the bucket, the whole stack is just 16, but not 64... why is that? Minecraft stacks are bit weird...
