Although they are in the same amount of danger, China refuses to help the US stop Menendez, so they have to go it alone. They send in a large JSOC force to Haiti where the broadcast signal is coming from, their mission to shut down the broadcast and kill/capture Menendez. Harper votes kill because capturing him didn't work out last time, after jumping out of the VTOLs they use wing suits to enter the area. They fight through Menendez's forces outside the buildings until they get to the command center, they fight their way to the broadcasting room and discover they can't do anything to stop the drones. It is then that Menendez does a live Webcast telling his followers to strike when the time is right and self-destructs the drones. Section orders his team to move out. One of his men finds the body of one of their men who was stripped of his uniform. The team member tries to move him, Section tries to warn him but it is too late and the booby-trapped body explodes, killing at least 2 of their men. The entire facility begins to explode, Harper, Section and their remaining men fight through the last of Menendez's mercenaries. They reach a room where the floor beneath them collapses. Section manages to grab a metal pole, while Harper falls and injures his leg. Section then witnesses Menendez, dressed as a JSOC operative making his escape, along with one of his mercenaries, DeFalco, also in JSOC uniform moves in to attempt to execute Harper. Section jumps down and slides down the collapsed floor. Grabbing the pistol off a dead mercenary and shoots the surviving mercenary and DeFalco, killing them both. Menendez tries to shoot David, but David manages to stab him in the leg and shoulder. Menendez taunts David into shooting him and making him a Martyr for Cordis Die. But Section instead chooses to capture Menendez. Harper tells Menendez "If it were up to me, you'd be with your sister right now." They walk out with Menendez and Harper is taken to get medical attention while Menendez is arrested, warning David that he will see him in 1 year. David looks on as his men clean up the area. Meanwhile, at a US base, the C.I.A computer nerd can't stop the virus.

Epilogue: 1 year later. Menendez is able to escape the prison he's in after killing the security. He then sneaks into the vault disguised as a security guard and after speaking with Frank, kills him by slashing his throat with Josefina's pendant. Then places his body on the bed. Sometime later, he returns to Nicaragua to Josefina's gravesite. He digs up her remains and commits suicide by lighting himself on fire.
