I had gotten a report of an Ecologist fighting a Pseudodog at the Cabin in the Rocks, which was right next to the level changer for NPCs going to the Red Forest. I feel like that was the same Ecologist who gave me the job in Dead City, to find documents at the Farmhouse next to the Freedom Base. Once I grabbed the document, my PDA showed me he had moved across the Red Forest bridge and had gone into Limansk. At least I knew he was still alive.

Screw gave me the job to find the Armorer's Tools, which happened to be in the possession of an unknown number of Military, that were near the Abandoned School in Dead City. However, they were on the move and appeared to be going east towards the Dead City level changer to the Army Warehouses. It looks like I wouldn't have to chase after them, they were coming to me. This is when I left the Freedom Base and grabbed the document on my way to the Bloodsucker Village, where I hoped to intercept the Military as they entered the level. That was the plan. How it ended up actually happening, was something entirely different.
