Back to playing as the Soviets, who as I'm sure you are aware were my favourite side in Red Alert 1. The rebalance shift however has caused them to be lacking in good defences (Tesla Coils + 2 Tesla Troops don't quite cut it frankly), but still the Soviet Union stands strong with beefy units geared towards efficiency and power.
The objective of this level is to crush the Pentagon, and crushed it does get! Start by building a base and getting out an Engineer. Use your initial forces to find the deployed GIs, put your Conscripts in the nearby building to deal with them easily. Crates are scattered in the convoy trucks (the blue ones with big white backs). Head off to the Allies base, and destroy it, only the Barracks is helpful, but far from necessary. The promotions will prove more useful. Fix the bridge and head across it, you'll encounter another Allies base and further to the west across another bridge Rhino Tank reinforcements by the water. Use them to destroy this base and get them Elite status if you please. After destroying the base (or avoiding it), head north across the bridge, remembering to garrison buildings to protect your Conscripts and give them better firepower. Once the innermost Pillboxes are destroyed, target the Pentagon. If you lose the level from here on, don't play the game again please... all the reinforcements should level this structure without batting an eye lash.
