The point is to drag the Chain Chomp over to the spa and to get him in the water to take a bath. Run over to the end of his chain and grab it to let him loose. He'll start to move around on his own. He tries to avoid the barrels so if you're holding one while standing in the road or if there is even just a barrel sitting in the road the Chain Chomp will prefer to take a different path.
Use this to your advantage by picking up a barrel and using it to block the path you don't want him to take. When he's close to the spa, throw the barrel at him to cool him down, then grab his chain and drag him to the bath.
