Cheapest most affordable way to recover from a broken lost or stolen mobile cell phone or smartphone

This video will outline what I believe to be the cheapest (most affordable, lowest cost way) to recover from a broken, lost or stolen mobile cellular phone or smartphone. It will also serve as a used cell phone and used smartphone buyer's guide (what-to and how-to test for potential issues in less than 5 minutes):
Firstly, if your phone has been lost or stolen, and if you've ever used any service on your phone that required an initial login in order to use (such as E-Mail, online banking, PayPal, credit card services, online shopping e-stores, iTunes App Store, Google Play Android Market, Amazon App Store, Netflix, Facebook, Twitter, YouTube, Instagram, Pinterest, Skype, etc.) then passwords to these accounts should be changed IMMEDIATELY (you can generally do so using the websites of these various services online using a PC).
If you know as fact that the device has been stolen, inform the authorities as soon as possible (to create a police report for example).
If you PREPAY for your service (that is to say, you are NOT on a contract, term, or owe a tab balance to pay off your phone, and rather you purchase airtime to be used in the future (such as purchasing codes that must be entered into your phone in order to add or extend airtime) then you can contact your phone provider and ask if there is anything that can be done to recuperate any of this lost airtime. Also, if you had a payment system set up whereby your account would automatically top-up airtime via a credit card or bank draft (electronic cheque), terminate this IMMEDIATELY!
